Acer shipped me two DVD's. One was a driver update package specific for my model, and the other was an Upgrade Disc to do an in place upgrade from Vista to 7. Inside one of the Discs was a key code. I worked at a mom and pop shop during that time and HP was also shipping discs. I think the upgrade was $10 at one point but later became free.
So yes, it wasn't product key based like Windows 7/8 is, but it was a free upgrade which would later allow you to move all the way to 10. However since the majority of these were OEM Machines, they would always be limited to that machine. Most of those machines are in landfills by now. For a few years, users uploaded the upgrade DVD's on Bitorrent for those who needed copies, just like how Windows Home Server discs for those HP/Acer HomeServers was popular back in the day. Ah, memories.
