Where can I purchase Win 10 upgrades?

Why am I having such a hard time getting windows 10 upgrades? Volume license wont work because its my account and not the customers.

Upgrade from Windows 7/8?
Upgrade 10 Home to 10 Pro?
Upgrade 10 Pro to Enterprise or w/e?

You can still upgrade Windows 7 and 8 computers. You can simply do a clean install on Windows 8 and it will use the BIOS key to activate. Windows 7 you can use the 7 product key from the COA in Windows 10 to activate.
Another option is to buy a FPP (retail full copy) of Windows 10.

If you are talking Home to Pro I believe the only upgrade is by purchasing in the Microsoft Store from within Windows 10 Home. Otherwise you buy the FPP.

I just did an older Dell and it upgraded for free, but are they still allowing free upgrades?

Yes you can upgrade from 7 or fresh install and insert the 7 key and it will activate.

Sometimes you have to skip the spot where it asks you for the key, make sure you pick the right version, then when you boot in, see in Settings if it auto-activated, if not, punch in Win7 key.
