There is no magic bullet. "Content is King" that meaning the content of the page will do the most help in seo.
Directories - Mostly outdated since DMOZ went to crap, except for popular directories for a specific niche.
Meta tags - Pretty much useless for google, and googles the one that really matters. Not to say the 30-40% or so of the searches by the smaller guys dont matter, cause they do, however if you rank good on google you will generally be good on the others also.
FYI - Google generally provides about 75% of the search traffic to the many sites i've built over the years.
My sites are mostly small business niche sites and not for "Mp3's" for example. Which would require alot of advertising capital.
Backlinks are important but if you have good content that attracts people they will link to you naturally. This why there are now so many spammy blogs, article sites and scraper sites out there. Before that it was directories, which turned into link farms.
Title tags, proper usage of H1, H2, etc. go along way.
