Toshiba Windows 8.1 trying to fix mbr

Hi, customer brings in this one stuck in a diagnostic repair boot loop, no viruses, ran sfc and chkdsk no errors. I did a fixmbr now the bcd is all screwed up, tries to boot to network, etc, doesn't see anything else. I booted to dart, ran fixboot, fixmbr, rebuildbcd, but with rebuildbcd I get the
Successfully scanned Windows installations. Total identified Windows installations: 0 The operation completed successfully.

So I then I try to run this command:
attrib c:\boot\bcd -h -r -s

I get an error back
The file c:\boot is not found, ideas what I can do next? Heres a jpeg of the partitions

yeah I ended up doing a nuke & pave,used bcdboot commands and used testdisk and finally got it to boot it threw up missing dll errors and still couldn't get chkdsk to repair it, and reset/refresh were showing drive as locked, put waaaay too much time into it, but I needed the experience with 8
