Toshiba laptop stuck at boot up Screen/Start up Window

I went to start up my Toshiba laptop (Vista) and it is stuck at the boot screen that shows Toshiba in big red letters and a black background (Toshiba Logo). At the bottom it says press F2 for Setup and F12 for boot device selection menu. I press F2, F8, or F12 and it does nothing, just sits there. Also my cd-rom drive won't open. I push the button and the light won't appear at all. I dismantle the laptop and romove the cmos battery but the problem remains the same. Any suggestions? Thanks for your help!
 
Did you remove the ram then try to boot while it is still out. You should be three beeps. I would check the memory connection as well. If there are two sticks try booting with each one singularly.
