Toshiba laptop is stuck at boot up screen

I went to start up my Toshiba laptop (Vista) and it is stuck at the boot screen that shows Toshiba in big red letters and a black background (Toshiba Logo). At the bottom it says press F2 for Setup and F12 for boot device selection menu. I press F2, F8, or F12 and it does nothing, just sits there. Also my cd-rom drive won't open. I push the button and the light won't appear at all. I dismantle the laptop and romove the cmos battery but the problem remains the same. Any suggestions? Thanks for your help!

Also tried this

Remove the Power cord and battery
Hold down the ON button for 30secs (dispersing all internal voltage)
Plug the power cord back in (leave the battery out for the moment)
Turn on
it does not work?
