System-wide Fonts/Frames/etc Corrupt

I've seen this once or twice on other systems before, but ended up reloading the OS on those. Basically, it's what you see here:

Frames in any browser, application, or windows at all are just messed up. Certain fonts in IE and Chrome go bonkers as well. Obviously it's a corruption in the OS, but what it is and how to fix it are beyond me right now.

Things I've done that had no effect on the issue:

1. Scanned til clean w/ MSE, MBAM, SAS, MSRT, and ComboFix.
2. Repair Installation.
3. ReImage (I was desparate).
4. SFC.

Any ideas?

You reimaged then SFC it and that still didn't fix it?

Sounds like an MBR Virus or Rootkit. Or maybe a virus was hidden in backed up files if you restored the files. I heard that it could be a BIOS virus, but I have never (as far as I know) ran into one of those.
 
Probably not, the system was basically all clean, and I've already done an MBR rebuild out of habit. I've ruled out the possibility of an active infection in all the stuff I've done up to now between manual checking and scans.

EDIT:

Oh yea, I meant I've seen this issue once or twice before on other systems months ago, not as in I fixed it on this system and it came back.

Solved

It wound up being a corruption in the user profile, since a new account I made looked fine. So I just exported Outlook and iTunes and and then imported it back in a new user account. Then copied the docs, pictures, etc. and all is well now!

PS - I tried Reprofiler at first, but the issue carried over to the new account.. just so ya know.

I'm sorry, but I know the problem was "solved" but it's still bothering me. What's wrong with the picture? I don't see anything at all.

If it's a font problem then just get the fonts off of another PC and reinstall them. Another thing to know is that Internet Explorer is pretty much integrated into the Windows XP OS, so if you're having problems with displaying frames then it's obviously a corrupt IE. Perhaps updating it would solve the problem there.

It's not just fonts, it was frames as well. As I said,it was 100% localized to that user, others worked fine. I had already reinstalled IE as well as given Dial-a-Fix a run to reset any possibly corrupt components of IE leftover. As for "whats wrong", compare the top images to these and you'll probably see pretty quickly.
