Surface RT error on startup

I have a 32 gb Microsoft Surface 2 8.1 RT tablet that started to give this person an error on startup that says "Your PC needs to be repaired. An unexpected error has occured. error 0xc000000e Then says you will need to use the recovery tools on the installation media.

The person did not create any recovery usb and I don't have another surface 2 to recreate one. I did download the image from microsoft's website and create one. When I put in the usb and hold the volume button down and press the power button, it boots to the black screen that says "Surface" and the circle down below spins for about 10 seconds then it seems to lockup and not do anything.

Could it be a hardware issue that is causing the recovery media to fail? Any help would be greatly appreciated. thanks
 
Sounds like a RAM or SSD issue. Hence, why you shouldn't buy a computer that you can't replace the RAM and/or SSD, or that's so difficult to take apart that you're pretty much 100% certain to break the screen when you try to take it apart. If it refuses to boot from the flash drive, the only thing you can do is try a different flash drive and redownload the image and pray that it's a problem with the flash drive and/or image and not with the Surface itself.
 
Thanks for the links, I have tried them with no luck and re-downloaded the image on a different usb with no luck. I'm just going to tell the customer that it seems to be a hardware issue and that if she wants it fixed we could send it off to microsoft for repairs or otherwise just buy a new one.
 
Yes it booted to a black screen that says surface and you get the spinning circle down below for about 10 seconds. I looked at your link and I wish I had the time to sit around with it and try it that many times and pray that it starts working, but I am swamped right now and she was wanting to get something else soon since I had it for a week already. I probably tried close to 20 times with different images but having no luck. She is just going to buy a new one and doesn't want to mess around with it anymore. Anyways thanks for your help.
