Server 2012 R2 Foundation to 2016 Standard?

I need to migrate from 2012 R2 Foundation to 2016 Essentials or Standard. I'm also willing to go from 2012 R2 Foundation to 2012 R2 Essentials or Standard.
No new hardware/using the same hardware.
There is no in-place upgrade according to Microsoft. A punishment for using Foundation?
I really don't want to rebuild a file server with A/D.
Is there any way to perform this migration without re-doing everything? Without reinstalling QuickBooks and other programs?

Background: There is a 15 user limit with Foundation which I told the frugal client. Client swore this was all he needed. Then client added more users and programs and now we're at 19 a year later. :eek: I should have never mentioned Foundation. Stupid, stupid, stupid...
