I am debating whether to spin my data recovery services off as a pseudo second entity from the computer repair. I would have a second URL, different phone number, and a different suite number at the same physical address. Would this be SEO suicide? Would I be better off keeping it like it is now (a page within my main website)?
 
I am out of the seo game and have been for years. I know very little of the local seo game so keep that in mind when reading my response.

You seem to have a pretty strong local seo ranking for your area for computer repair and pc repair but if what goldmercury said is true then you would have to weigh the options on if the potential risk is worth it. You appear to have 2 data recovery companies near you at first glance and they are rather large, it would be work to out rank them and one of them has a ton of trustpilot reviews. On the other hand fighting competition for data recovery with a name like Kens PC repair seems like a very difficult task.

Instead perhaps there is a 3rd option, is your competition really there? Is Datatech labs and file savers data recovery really at those locations they say they are? if not perhaps its possible to get those listings removed from the map? I know very little about the local seo game but if they arent there and you can get the local listings removed then that would be much easier than trying to fight them seo wise.
 
Bad idea @Ken's PC Repair. Reminds me of the time when I thought I wanted/needed to split my company in two. One side for residential and one for business - where I wanted to get out of residential eventually. After a long step back to look at how that would affect my business, it was apparent the financial impact would be devastating.

You already have a presence on the web, you already have a client following - build upon that. Think about how long it took you to get to where you are now versus how long it would take you for another site/business to get where you are NOW. SEO doesn't work overnight, but SEO is only one aspect of it. You've got to present your recovery service, advertise for it, get the word out about it. Do you really want to take the exorbitant amount of time away from your current business model to do that?

Not to mention the cost to split your company, even virtually. Even if it's $100, its a cost - expenditure. I chose to leave my company as is and instead focused my time on a complete overhaul of my advertisement's, flyers, etc. and my website, by putting emphasis on business and drowning out residential within it - to an extent. I know my situation is not the same as yours, but the concept is. You may not take advise or criticism - good or bad - from us here at TN, but to be honest, I in the beginning didn't either. But taking time to think about how much time it would take to basically start a new company, the cost involved to do that versus the same cost to invest into my existing business to better it, I was better off with one company. I had many members here giving advise and opinions, with out them, I honestly would have been in the negative if I went ahead with my plan.
