That many can't is an indictment of them, or their management. It is a card holder's responsibility to prevent fraud, too.

You're not wrong... it's just yet another one of those things that doesn't quite work.

Like mask mandates!
 
Having been a merchant for about 4 years at one point, I am often shocked at how much credit card fraud people get away with. Simple checks like looking at the signature panel and the in-person signature when it comes to in-person sales can eliminate almost all of it. Online sales, however, are trickier, but even then if the address and zip code are required and verified that helps to cut down on some of it.
This has changed with EMV transactions in the United States. Now the liability falls on the weakest link. So if a processor doesn’t support EMV, it’s their problem. I don’t know of any that don’t. If a merchant does not accept EMV cards, they are liable for the transactions if disputed for any reason. We have seen merchants lose disputes even with video evidence based solely on the fact the card was swiped not dipped.

We also still see some banks that have not adopted EMV and are still issuing swipe only cards. In those cases, liability falls on the issuing bank.

Also signatures are no longer required by the card brands, so there’s that. E commerce is different. If an AVS lookup (zip, address etc) fails, it’s up to the merchant to accept or deny the card or do further research. As was stated before, if a merchant ships a product and there is later a chargeback for fraud, 99% of the time they will have the money siphoned from their account and be out the product.
