Just scam or would it work if anyone's tried it?

Total scam. If this was a "thing" there would be people offering it.
But also, as @frase said - "totally unsafe."
What happens if the battery you just "repaird" explodes or combusts and destroys property, or at the worst; kills someone?

Yep, this is what places that sell used batteries as new do. Step 2 is printing the fake label. They are just clearing the chip of its failure data.

All batteries are electrochemical devices. Some are "renewable" in the sense that charging the battery can reverse that electrochemical process. But no battery is renewable for ever. Technically a lead acid battery can have it's life significantly extended by cleaning the lead plates and replacing the electrolites. Given the construction LiIon batteries it's obvious that can't happen. As @nlinecomputers said all their doing is clearing the safety data so the attached device won't know it's previous history. In turn it'll discharge and charge as "brand new" significantly increasing the risk of fire/explosion.

That video just appears to use some tool to hack the controller on the battery pack to remove mechanisms that check and disable battery cells based on certain health criteria. Yes this can re-enable a battery and yes it make continue to function with out serious issue but it is risky. I have heard of using similar tool when replacing the actual faulty cell to enable the new cell but usually the mechanism is also re-enabled to allow it to operate as originally intended. I have heard of it in larger much more costly batteries where the difference in such a fix compared to replacement is very significant. Laptop batteries are too inexpensive to worry about individual cell repair unless you have a battery refurb business where you get damaged batteries to refurb and recycle effectively. Regardless of if it is a scam the shown process is not recommended method of repair.
