Reinstalling Garmin

Client is a pilot and he needs this program to update his databases in the airplane. It was running on his computer but then started giving him Javascript errors. I removed the file and looked for any leftover files. Now when I try to install it again, this is what I get right away. Just to test I tried installing it on my computer and I get it to work just fine.

I assume you found this link on the problem from Garmin.

I think I would uninstall again, this time combing through the registry and getting rid of any Garmin keys, as well as the standard search and destroy for files & directories., then reboot & try reinstalling.

yes, I tried that too. There were none of those programs currently installed.
 
I'm at a loss, I advised the client to call Garmin. I've cleared up the registry, ran windows updates, removed all files pertaining to the program, and updated the Java. There isn't anything on this computer that needs to be updated or cleaned out, but it still won't allow me to install this dang program.

The client is using the same AV with the same settings as my computer, but I'm able to install the program on my machine so I know it's not an AV issue. There are no programs or hardware that will interrupt the install either. I just don't know anymore.
