If that is the one you had in mind, it has been hived off into a separate site called 99designs which markr has already posted.

I have used digitalpoint for years with great success not only in the contest thread but for just plain programming etc. Quick responses and quality work.

Digitalpoint is a great site!! I think you need like 20 posts and have been a member for at least 2 weeks to post in the classified section.
