Password protected 2007 EXCEL Spreadsheet

I have run into a problem with Password protected 2007 EXCEL Spreadsheets not opening, they are not even displaying the Password Box. All the spreadsheet does is open the excel background. However I can open the spreadsheet with Office 2003 with compatibility mode. My searches on the internet have not found anything helpful yet. Looking for suggestions. Thanks.

Have you tried opening the excel file on another computer just to check the office installation isn't a bit screwy?

I have tried it on multiple machines with W7 and also XP using Excel 2007 and they don't display the password box. I'm suspecting there is a setting in 2007 that needs to changed but can't figure out what.
