No color on S-Video

I have an issue where my customer had a S-video output on his Video card and he was only receiving Black & White to the Projector S-Video Input. He had a win 7 64-bit OS. After troubleshooting I deemed it a bad video Card so i purchased a "XFX Radeon HD 4670 PCIE 1GB DDR2 Dual DVI TV Out 750MHz " I plugged it into PCIE and same exact thing, I am using S-video output from the Video Card to S-video input into projector and absolutely no color, just black and white. I called AMD and XFX and to no surprise no help.

-My problem here is that customer is only able to use S-video into his projector until they upgrade their [projector or run HDMI, but in the meantime has anyone ever seen an issue such as this? Im not sure that purchasing a new video card will do anything if i already went through 2 cards.

any ideas???
 
Have you run another machine with known working s-video on the projector?

Given that youve swapped out the card its starting to sound like cable / projector rather than PC

Using a Linux boot disk, does it output correctly? Or same problem?
 
You should also verify that the output from the PC is set to the correct video format (PAL/NTSC) for the projector. Check the projector to see if there are any settings for that as well, some models will have toggles for NTSC/PAL/AUTO.

I have a DVD player that has NTSC/PAL/MULTI modes and if I set it to PAL for display on an NTSC television, it will be in B&W and roll.
