Moving a Google Chrome Profile from Mac to PC without a Google password

I am in the process of moving a user from a Mac to a PC. She has all her passwords, bookmarks, etc in Chrome. It is currently not logged into a Google Account and she doesn't know the password or have access to the email account it was setup in to receive a reset password. Classic.

I saw that you can dig into appdata on a PC and copy/move the profile data but that seems to be PC <> PC. Is there a way to around this ridiculous situation going from a Mac to a PC?

Does she have any Google Account to which she has access? If so, why not just log in using that one and let the settings sync to it? Then use that account to sync them back elsewhere?

If she doesn't, then creating one for just this purpose is easy.
 
You used to be able to grab the default folder in the chrome directory and that would bring passwords, bookmarks, and browsing history. That doesn't quite work anymore.

Now if the user doesn't have a synced gmail account for chrome I manually export the bookmarks/passwords and tell them they are outta luck when it comes to the browsing history.
