Yea, you can use an OEM/Retail/VLK disc/ISO and make it universal, but you would not want to turn a recovery disc into a universal disc because it contains special bloatware for the computer it was made for.
Note that the ei.cfg Removal Utility has not been working for me so that's why I just manually remove the files from the Sources folder of the ISO using an ISO program (e.g. PowerISO) and then save the ISO. Not as quick but still extremely easy.
