Is Microsoft Office Small Business Edition 2003 OEM that comes with a new pc still bound to that computer like the Windows OEM licence is? I have a client who wants to buy a new computer and she has the hologrammed cds and serial number of Microsoft Office Small Business Edition 2003 OEM and wants to put it on the new computer. Is it legal in Microsofts eyes? I think not.

I'm about 99.9~% positive that anything OEM (even Office) is bound to the computer itself and not transferable to a new PC.

Wouldn't hurt to install and try to register it though, would it?
I didn't think MS tied anything to hardware until Vista. I've transferred XP COAs to new builds and registration only needed a free phone call.

Haha. Think how happy the customer would be, not having to re-learn Office and that awful ribbon.

It's not a question of it working or not but what is legit. As far as I'm aware it's not legit to transfer XP coas to other computers either. I'm having to advise a client in my capacity as a legit business owner and Technet subscriber.

It actually wasn't legit to transfer Windows 95 OEM licences to a different machine. Did it work , Yes , But it still was against the OEM licensing. It just wasn't until XP that the whole activation thing was brought in as a method of trying to curb what people had taken for granted in the past.
