Hi itSavours, four things come to mind in response to your original question:
1) Reciprocal linking will not help for SEO, in many cases it may hurt. If you benefit on a temporary basis but it becomes obvious to Google as to what's going on, and someone files a complaint that you've got a link farm going on, your site can become penalized. I've seen sites drop from Page 1, Rank 1 in a matter of days to page 5 or worse when they were built up in as part of a link-farm. 2) As a previous poster already mentioned, links - when done correctly - should contain certain keywords (and not just show up as random links).
3) Any time you link to another site from your own, you should do some careful planning. If you have a high PR site and you link to a site with no value, you would get no value in return from that relationship back. The goal is to link with sites that are similar in value to your own for maximum benefit.
As a personal note to #3 - I have several PR5 and PR4 properties. If someone has some similar properties and is interested in working together with me on a few projects to grow traffic, please send me a PM.
