SO would you mind seeing if GWX control panel will shut that down for you? It should, it is the same processes that have been running all along.

Doesn't kill it. Closed and re-opened and it shows that it is not running even though it is still on the screen. The systray icon gone, but this window remains. Before I killed it, clicking on the systray icon brings up this window. So looks like they are using gwx to launch gwxux

That's always the way it has worked. Once you block GWX it can't respawn GWXUI after you kill it. And if you delete the directories it can't install it.
 
Every machine that I have installed GWX Control Panel on the update notification has not come back as of yet. Hands down one of my favorites tools right now.
 
To get rid of this for good you should use GWX control panel.
Clearly not all machines/installations are behaving the same way. Note this point, dated 1st Dec, on the GWX control panel site:
Different PCs are seeing different Windows 10 settings get re-enabled for mysterious reasons. They're not false alarms; these settings are really getting re-set by Windows (it's not happening to everybody, just certain users/computers), and I'm doing research and testing to see what I can do to stop it once and for all.
 
Microsoft keeps reissuing the same patch KB3035583. I've not seen it return on any system I run GWX CP on but you have to do ALL the steps. They may be inserting it a new way but MaxFocus , so far, blocks it and this tool for me so far has removed it on systems not managed by me.
