M651 Printer Error 60.00.02

I am on a job trying to diagnose a printer error 60.00.02 on an HP M651 Enterprise printer. Usually, these printers are simple to troubleshoot. However, this particular error and the fact that I've replaced numerous culprit parts, has not only got me stumped, but HP support stumped as well.
When powering the printer on, you can hear the fans come on, but the main drive assembly motors do not always spin up as they usually do on this model. The drive assembly motors have came on just a few times during power up but I still get the same error message once the printer is fully powered up.
Items I have replaced are:
1. DC Controller
2. Paper Size Switch Assembly (not my idea)
3. Lifter motor assembly
4. Replace paper tray with one from another identical unit.
5. Swapped the Formatter
6. Performed an engine test which did nothing while depressing the button on the DC Controller. This test was what had HP tech support confused the most.

Please, ask me anything I may have forgot.
We do have a low voltage power supply on the way as well.

How many paper trays do they have?
See if you can disable the trays in the config and then add them back one by one. The idea is to see if its a problem in the tray assembly.

Just about what I was going to suggest. And try swapping trays as well if possible.
 
Also, Check that toner cartridge. See if all the shipping seals are removed. Just for *hits and grins put another (used) cartridge in.

This unit only has two trays: 1 on the side (tray 1) and one on the bottom (tray 2). I have already performed this using a tray from an identical unit, so thank you very much for the reminder as I had forgot to mention it.

Although I have checked the cartridges myself, I do plan to ask the EU for a complete set when I return on Monday. They have a complete stock of them. I also plan to ask them for a spare fuser as well. The only thing HP support could suggest at this point was to replace the DC Controller and the lift motor assembly together. However, my tech support and I preferred to replaced the low voltage power supply as we both felt that the unit may not be getting enough power to all of the components, such as the main drive assembly motors, which will only spin up every once in a while. I just wonder what you guys think about the low voltage power supply swap, yay or nay?
One other thing I did forget to mention is that when I try to go into the diagnostics mode, I can perform the tests fine. However, when exiting the diagnostics mode, the system just hangs up and I end up having to power the system off and back on again.

Its time to break out the multimeter and get some voltage readings before spending the money throwing parts at it. Check to see your getting voltage off the low power supply connection for the lift and sensor. Then check it at the tray end. If your getting the right voltages then check the tray for paper dust and that it can actually raise or if there is an obstruction.

Did you try swapping trays like Mark suggested?
 
In his last post he said he swapped trays from an identical printer. Just to make sure, you did do the following from the troubleshooting manual

60.00.0Y, 62.00.00 Error Messages
60.00.02 Tray 2 lifting error
Description
Tray 2 lifter motor error.
Recommended action
1.
Remove the tray and manually rotate the gear on the rear of the tray to make sure that the lift mechanism is working.
2.
With the tray removed, pressing any of the paper size switches will cause the tray lift motor to run. If the motor does not work, replace the lifter assembly.
3.
Run the sensor test in the sensor monitor mode to verify that the cassette media surface sensor in Tray 2 is functioning properly. If it is not, replace the cassette pickup assembly.
4.
check the connections for the motor and the sensor. See the circuit diagram for details.
5.
Replace the cassette lifter assembly.

If so I'd actually be inclined to try some parts swapping with another printer. Simplest would be the formatter PCA. Then I'd try the DC controller PCA.
 
I have tried everything you all have mentioned. HP has decided to warranty this unit out, however, I really appreciate your all's time and effort in helping me. As I said in the OP, this one even had HP stumped lol.
