liqud cooling 2 air-cooling now computer doesnt boot

hey guys i was in the process of changing out a liquid cooled dual xeon system to air cooling and once i get both heat sinks installed and try to fire her up, the computer doesn't turn on and i can here the surge protector break, as if they're were some kind of grounding issue and the fans spin for about 2 secs then go off, i didnt have any sparks fly and i dont smell any burning , any ideas on what it can be guys? this board is a intel board and it has 2 xeon processors.

btw, the customer was telling me that sometimes the computer wouldn't come on, so im suspecting the power supply
 
i dont have the board with me at this moment but as far as grounding ive taken the board out and checked everything and the only thing that comes to mind is possibly grounding is the new backplate that didnt come with any plastic or cushion and hitting the solder points..
 
I haven't installed a heat sink that needed a new one of those but if it didn't have some type of insulation I would make some for it.
 
where can i pick up some kapton tape ? when i go back to this guys house im going to try thialso are the chanes low that i screwed up the board? the lights on the board still come on before i push the power button.
 

so ive searched...im going back later on today..im also bringing a new power supply..to rule that out he mentioned that its done that before.. so who knows..but the scarriest thing is i can here the surge pop everytime i try to turn it on.
