I have a strange problem with windows 8 and a LG monitor L246WP on hdmi it is shifted to left i have updated graphic drivers intel hd 2000 and the monitor inf from LG.
Using hdmi you do not have access to monitor controls only using rgb (vga) the reason is it thinks it's a tv in windows 8 and not a monitor works fine using rgb(vga).
My guess is that the EDID tables need to be modified anyone ran across this problem before?.

It sounds like the cable isn't displaying the full image. Can you try a different cable first? If that fails, try changing the resolution to something more along the lines of a TV (1920 x 1080?).

Does the monitor have an auto-adjust function you can use after the computer is connected ?

Does not work with hdmi its all greyed out, did try changing cable no change, tried multiple resolutions still shifted to left, tried vga no problems.
Tried a newer monitor with hdmi also worked fine.

What GPU does the computer have? On post I saw said to enable PC Mode for the HDMI in the menu. Other people also report it being identified as a TV instead of a monitor.

This one deals with a registry tweak with nvidia GPU:

Its intel hd 2000 it's a very small computer actually designed to be a htpc
