I was helping out a family member with a problem... She step on her laptop and cracked the plastic and her LCD screen. Also, she snapped the metal arms that screw into the right side of the LCD screen. Long story short, we ordered a new LCD screen matching her model number from her manufacturer, received the panel and installed it. Pressed the power button and the panel never lights up. After a while you could could make out the icons and see her mouse cursor, but it was very very dark. I assumed the back light went out, and I was probably right. The company told us they tested the panel and it works, and they will not return the money and want us to pay for shipping again... /sigh... My next thought was it was the inverter relay between the mother board and the LCD panel. Here is my question... The screen with the crack running through the middle works, but the new panel does not and the company said it does work. SO, am I being lied to by the company or is the inverter damaged, and if so why does her cracked LCD panel work and not the new panel? Any input on this matter is appreciated.
 
Without knowing the brand name and model numbers of the laptop involved, and the model numbers of the broken screen and the replacement screen, it's hard to do any reseach that could possibly help resolve an issue such as this. It's always a benefit if you post the Brand name/model of computer and Model numbers of parts involved in the topic.

You mentioned that you could see the mouse cursor and the desktop icons in the very dark screen, but that it took a while to be able to see them. I can't tell if you meant to say, it took a while before you noticed them OR it took awhile before the screen produced these images...

Normally, when desktop images can be seen in the background of a very dark screen, this can be indicative of 2 things:
1. Bad inverter- not allowing the backlight(s) to come on.
2. Burnt out backlight(s)- requiring new backlight replacement/LCD screen

Normally, 'returns' must be ok-ed by the company and is communicated by an email. They do this by issuing an RMA number to you which must accompany the returned parts.

It's usually required, when returning a bad (new) part, that the customer is responsible for shipping the bad part back to the company. They will normally replace the part and pay for the shipping back to your residence.

It's very hard to make assumptions without knowing all the facts, but, things do happen and it's possible for a backlight to go out on a new screen, but, post the appropriate brands and model numbers and let us take a better look.

Did the replacement screen come from the laptop manufacturer?
 
Yeah sounds like a bad bulb in the new panel. If you tried the original cracked panel and still gets display then I would definitely send the new one back for a replacement regardless of what they tell you.

Have you got access to any other panels with good bulbs you can try? If the bulb lights up then this would rule out the inverter.
