When this happens does it usually fry the laptop it can be done using some universal chargers, thought there might be a protection circuit what does it usually fry?

Most Uni Chargers have the voltage switch, so important to know the correct voltage before connecting. Depending on the schematics though Mosfets are hit hard. The DC Connector and the traces from that will hit a resistor, capacitors and voltage regs and fry them if load is too high. One may be lucky and the DC Jack just gets hit and needs replacing. Test the voltage on the DC connector and charger, then test continuity on circuits from there.
