I have not seen this posted elsewhere on Technibble. But if I have missed it i'm sorry for repeating.

If you are upgrading from Windows 8 to 8.1 and when it comes to connecting it to your Windows Live account. You don't need to. Firstly make sure the computer is not connected to the internet.

If you click on "Don't Have an Account" then click "Sign in With out a Microsoft Account"

You will then be asked to enter your desired username and password and click finish.

It will then login to your Local account.

Thanks Paul, I was going to make a post on this myself as it has been a problem a couple of times. I got round it last time some how but it was a fluke. At least I know for next time how to do it :)
 
Not from memory but I could be wrong. I'll install 8 later to check in a VMware box.

What I mean Paul is that in 8 you had the choice of a Windows Live account but you could also create a local account via a link. I always create a local account initially. I thought that is what you are talking about? Has it changed in 8.1?

Yes thats true. It seems from testing that when you upgrade via the store is asks to you to sign in with your Microsoft account. But you can see continue with a local account.

Yup...you can upgrade from 8 to 8.1 sticking to the local account.
