I have one other idea. I have a MacBook Pro SSD that causes the fans to run at high speeds. If you put in a different SSD, the MacBook no longer has any fan issues. I've tested this SSD in three different MacBooks and they ALL do this, so it's definitely an SSD issue. I think it has to do with a damaged thermal sensor on the SSD or something. Apple Diagnostics shows everything is OK when this SSD is installed.Thanks Sapphirescales, I've tried them a few times but didn't make any difference.
