Hard Drive Fan Failure - Dell 745 Opti

Hello, at my job I am currently dealing with a computer at one of our plants that is getting a " Hard Drive Fan Failure Press F1 to continue " on start up. The computer starts up fine.

I had the user open the computer up and make sure all the fans were running and they were. I then had him run the Dell diag, which returned a Error Code 3700:011B Expected low fan RPM of 2000 Detected RPM = 4617.

I have Searched all over Google looking for an answer. The only thing I find on Google is people saying try this try that. I believe its the fan failing, but I would really like to see if anybody else has had this problem before so I can have something more to go on if I have this guy ship his PC from Utah to Mississippi.

Hard drive fan?

Have never seen a fan on a hard drive! I did have an HP once which would not boot; kept saying the cpu fan wasn't working when it most definitely was. After 2 days of fighting it I finally figured out how to work the dip switches to clear the bios; after that it was fine.
