[REQUEST] Google pixelbook horizontal band

Hi, I have this 2017 Google Pixelbook , customer donated to me after I managed to get her data off it. I'm kinda thinking I might want to try and fix but I'm not 100% sure its just the display because if I let if sit for a while it boots up normally with a perfect screen. However on reboot it does what is pictured, tilting the screen doesn't help. I don't do much work on these anybody seen this before? is it a mobo graphics chip issue maybe?

Nothing but a USB-C no external port

If you have a USB-C hub with a video output you should be able to plug it in to that.

I tried that after I waited a couple hours and it rebooted fine, it sees the external but won't project, managed to update it but on reboot its back to the split screen band again.
