Fan Stops after Splash Screen

It's a Dell Lat D400, changing the CPU isn't an option, and live CDs are doable but preferably avoidable.(yea I know it's really old, but I still want to fix it)

Fan goes full speed during splash screen, but stops when it boots to BIOS, OS, or lack thereof (meaning I don't think it's windows, because when I pull the drive out it will stop spinning at the 'no OS found'). I took a look in the BIOS, didn't see a fan control option, but I set everything to default just in case. It boots into windows normally, but I am afraid to leave it there for too long without the fan running.

Anyone seen this before?
 
This is quite common in alot of Dell/PackardBell/HP computers. If the CPU isn't over a certain temperature then the fan is switched off - it only comes on during boot up to check the CPU fan actually spins. If you stress test the computer from within windows, does the fan kick in? Does the computer actually overheat and crash?
