Easy network/internet lock?

Does anyone know of a simple network locking program? My sister wants to be able to just click on a lock button or something similar to lock the internet from her kids computer, then when she gets back she can click the unlock button and enter a password to enable assess again.
She already has a parental control program, but it only allows scheduled access, and is a pain in the a$$ to lock quickly when she is heading to the store etc...
Anyone know of something easy? She is running XP otherwise I would suggest the built in parental controls in Win7...

She could use a Firewall-Pico. All network traffic is routed through it and when it's removed the computer will not be able to communicate over the network.

There is a software option to disable it but I think that requires a password to do so.
