Easy 2 use Database?

I don't exactly know a good title for this let me explain what they want done. The chamber of Commerce wants to digitize all the business cards and brochures in the building and put them on a computer with a large display. People can come in browse thought it and print off pages they want. They don't want to a touch screen. Anyone got any ideas of some software that can accomplish this? This will not be view-able outside the network.
 
The files will be in PDF format, I guess. Why not just have a PDF previewer (Preview for Mac, some slim pdf viewer for PC)... they access a drive where they have the permission to read but not edit or delete. They pick their file and print.

Why make it complicated?

There is a DB called FileMaker Pro, it's very easy to use. The layout editor is WYSIWYG, and you can create filters and create almost one click print scripts. It also has iOS versions so you could have a iOS tablet run the entire app. You can control almost every aspect on PC, on iOS it's somewhat limited but still flexible.

That's the good news. The bad news it costs like $300 last time I checked. Also it will not be a solution that will be easy to migrate.
