Does Google Workspace have an org-wide quarantine to view/release?

I have a user that has a couple of incoming email addresses being blocked. I'm fairly new to Google Workspace and the only quarantine area I see is completely empty which seems a little strange.

Am I looking in the wrong place?
 
If this were "org-wide" then everyone in said org should be having the same addresses (at a minimum, they may also have their own list) being blocked.

If it's just this user, I'd suggest you look in Gmail Settings, Filters & Blocked Addresses Pane, to see if they have those addresses that are "mysteriously missing" in their blocked list.
 
I have absolutely no idea on that one, as I'm always logged in with a given user's credentials when working at "the user level" for stuff like this.
 
Blocked message don't always end up in quarantine. Depends on the rules. Log into the subject user webmail accounts and add the blocked email to the whitelist. Are the senders from the same domain? If so run their domain through mxtoolbox.com to gain some additional insight.

Just for clarity, what do you mean here?

In my own accounts, there is no true whitelist section, but the same can be achieved by adding a filter that overrides all other "default" behavior and puts the message in my inbox or folder (label) of my choosing.

I'm just trying to figure out if there is a true whitelist function for commercial-type iterations of Google Workspace.

The way I see it a whitelist function is instructing the server to always accept an email from a certain address and handle it as instructed. My email server, Axigen, actually does have functions labeled white, grey and black listing. Don't have Workspace so I can't look at it. I mentioned webmail as that places the rule on the email server unlike an email client. Putting it in the client may not push it to the server so the rule won't get processed until it hits the client. I do remember that M365 Exchange calls it mail flow rules. You can set them at the domain level or per individual.
 
Google Workspace does have a Google Wide filter, so if you head to Google Admin you can first head to the side bar menu, at the bottom if "Rules" isn't displayed click "more". The default rules that are applied Google Wide are shown plus any other rules.

You can also go to Reporting /Apps / Gmail to get an actual number of rejected e-mails. It won't tell you the name or sender but it will show the date and how many emails were rejected.

If you use a browser that is signed in to a non Workspace Gmail account it won't let you login, in that case just use a incognito window.
