disable safemode on android

I would like to install and applock program on my sons andriod but all he has to do is boot to safemode.
Hence the question,
How can I not allow booting to safemode?

Pretty sure you cant. Its there as a rescue means in case phone needs fixing by using the developer options

Positive it hard coded to be there so cant disable.

i hope that you are wrong.
because if your are correct then there is no way to "child proof" an android device.
