Dimension 4700 does not boot after CD/DVD drive install...

I am working on a client's machine and came across an odd problem. It was in need of a new CD/DVD drive, as the old one died on her, so I went ahead and replaced it. Problem is, WinXP now hangs on the loading screen during boot.

Safe mode boot works fine. I checked the jumper and that is good as well. Checked BIOS and first priority is SATA HDD, second is floppy and third is the new IDE CD/DVD. Removed the CD/DVD drive and Windows boots fine. Checked the drivers, all is well. Also tried a Google search and came up with nothing useful, except people saying its the PSU, CPU, memory etc. I think it would act the same even without the drive if it were these.

The drive is a Samsung SH-S202. Any known incompatibility issues? Thanks, all help is appreciated.
 
Checked all of those and tested a with a known working IDE cable. Same issues. Tested drive in another machine and works great, no problems with XP booting either. Any more suggestions?
 
Fixed. Considering this mobo only has support for 1 IDE channel, I hooked the drive up as a slave instead of master, changed the jumper and fired it up. Windows booted normally and it worked fine. Not sure if this is what AdvancedComputerGroup was getting at or did you mean change IDE controllers completely?

Regardless, I let Windows finish setting up the new drive, shut down and got curious. I tried the drive again in its previous state and now it is working fine on the master setting. It seems like all it needed was to be recognized and set up by Windows. It couldn't do this is safe mode?
