Got this dell back in, sold it in 2011 as a refurb. You turn it on and the power led goes out but the laptop is still running, no video, no external, touch sensitive buttons light up when pressed, slot load dvd works, ejects disc, reads disc, sometimes the fan spins, but it will just sit there doing nothing.

Changed out the cpu, ram, removed wireless cards, battery, different AC adapter, checked connections.

This is kinda confusing. I'm leaning towards it's the motherboard, but don't want to spring that on them if I don't have to.

I'm sure you did the stupid cmos clear thingy. Also remove the HD and try booting, I've seen machines not boot for a bad hd, not even post ! I would tell you to remove the DVD but thats inside so its a pretty good tear down.

The M1530 is known to die from heat, we have seen many come in with power but not boot.

Unless you want to go in deep and you feel you have tried everything else it does sound like a mobo. Personally I would not buy a mobo from that on ebay, many of them are reflows for this exact reason. I did a couple and they came back in a few months so the M13xx, M15xx, M17xx and a few others I wont do the mobo.
