I have a dell inspiron 1420, i couldn't find the 24C02 chip.
? Is there any way that i can confirm if the chip exist on the 1420 motherboard?

Did you look for any jumpers? Dell Desktops use jumpers to disable the passwords, maybe also true for laptops.
