Dell Laptop cpu fan help

I have my personal laptop, a dell inspiron 6400.
Its a little bit older and the motherboard went bad on this thing and it has been sitting for about 6 months. Well I finally ordered another motherboard and everything is working EXCEPT the cpu fan..

I can feel the processor getting real hot when I turn it on and let it run..
My multimeter reads a 3.31 volts.
It has a red, yellow, and black plug and when i touch the multimeter on the black and yellow i get the 3.31 volts and I dont get but .5 or so when I touch the black and the red. I have a fan here that I stripped the wires off of and when I plug a battery to it, it spins, so I know it works. However when i have the lappy plugged in and turned on, and I touch those wires, the fan does not spin, I also have another fan with a plug that is the same and it does not spin either. It doesnt even move at all.

Is there something I am missing? If it is getting that power through those wires, should it not be spinning? I am leaning against somehow the mobo is not telling the fan to turn on, but I can feel that thing getting real hot and it has not spun once after I have left it on for more than 10 minutes..

Try flashing the BIOS, if that does not work it might be a bad mobo since you have verified the fan works.
