Dell Dimension 4600D Boot Problem

On this machine, the fan will spin louder than normal, but it won't boot. A handful of times, I was able to get it to actually start loading the OS, but it would either immediately shut down again, or BSOD and I'd have to hold in the power button on the front of the case to power down. I cleaned it out (dusted) to make sure it wasn't overheating, no dice. The beep code's description said it was a power issue.

Other techs I've asked said it sounds like a PSU problem, but I've replaced the PSU and it persists. The only change now is it doesn't shut down, but it won't boot. The fan is back to running at normal volume. I'm down to thinking this is either a motherboard issue or a HD issue. I'm trying to get this PC up and running to put some other OS' on to learn.

You should try booting to an os thats on usb

Edit: id do it without hd plugged in
