Yep, when you OneDrive all the things, we no longer care about the status of encryption on arbitrary endpoints.

I just had a customer with this very issue and it appears its a BIOS update that does it. Of course she said she didnt have a microsoft account, but she does as M365 is installed.
What i did to fix it was roll back the BIOS update by using the BIOS Flash Update utility and browsing to the EFI/Dell/Recovery folder and choosing the previous BIOS file (has PRE in the file name). I had to do this twice as the first time it tried booting again it installed the BIOS update again but the second time it seemed to roll it back properly and allow me to boot. I could then turn off bitlocker and decrypt the drive.
I checked the microsoft account and it says there is no recovery keys stored, so my guess was, if it ever was uploaded it was to another account, but for anyone having this issue, try the BIOS recovery like i did and it should get you back in and have a happy customer
