Ctrl + Shift + Esc

On some computers is Ctrl + Alt + Delete not functional?
And is accessing TaskMgr simply replaced by the Ctrl + Shift + Esc shortcut ?

Ctrl + Shift + Esc worked on my machine to trigger the task manager (although I currently have Windows Key + Del bound through Auto Hot Key). That is a nifty shortcut though as I've been on a bunch of systems that lacked the "Del" key. Thanks!

On some systems Ctrl + Alt + Delete may not be functional due to infections or permissions. Same with Ctrl + Shift + Esc.

Ctrl + Shift + Esc is not a replacement for Ctrl + Alt + Delete. Ctrl + Shift + Esc brings up task manager. Ctrl + Alt + Delete can have different behaviors depending on how the system is configured, one being going straight to task manager. With other system configurations Ctrl + Alt + Delete can bring up a menu which includes task manager as well as locking the computer, changing password, user switching and logging off.

Yes Task Manager may have been disabled. This is often done in user profiles on corporate machines. Ultimate Windows Tweaker is a fast way to restore the defaults.

BTW:
Is this a corporate machine in a corporate environment? If not, you may be looking at stolen goods.
