Machine Specs:
IBM running XP Pro SP3
Office 2007
Computer has no modem installed

Background:
When user tries to edit phone numbers in Outlook 2007, Phone/Modem dialog box pops up, asking user to input valid country and area code. Country list is blank and therefore user cannot proceed. Outlook must now be force closed (process terminated via task manager). If you try to go into Phone/Modem options via control panel, you're given the same problematic dialog box with an empty country list which leaves you unable to proceed.

Solution:
I decided to open my (brand spankin' new) XP Pro SP3 Virtual Machine, run the 'Phone and Modem Options" Control Panel applet for the first time, set the proper 'Location Information' parameters in the dialog box, open up regedit, navigate to and export the following keys as .reg files:

HKLM/Software/Microsoft/Windows/CurrentVersion/Telephony/Country List
HKLM/Software/Microsoft/Windows/CurrentVersion/Telephony/Locations
HKLM/Software/Microsoft/Windows/CurrentVersion/Telephony/Locations/Location1

Loaded them onto a USB stick, imported/merged them into the registry of the problem computer, LOGGED OUT AND LOGGED BACK IN AGAIN (Don't Skip!), and then voila, everything worked fine. I also stopped/restarted the Telephony service, but I'm not sure if that was necessary.

NOTE: The Location1 key won't be present unless the 'Phone and Modem Options' Control Panel applet has been run, so don't skip that step. The first time this applet is run, a dialog box called "Location Information" pops up and lets you set a valid configuration for your location. That's why I used an untouched VM from which to export the registry keys.

Hope this helps someone! Much easier than a Repair Install. Remember, export the registry keys from a computer with the same OS version (and SP version) as the computer you're having the problems with. I'm not sure if Vista/7 have identical registry keys/key locations. :)
