CD/DVD Error, Even After Reinstall

Hello folks, I think my problem may be due to a Windows Update but I can't figure out which one. My CD/DVD drive worked fine reinstalling Windows and installing all of my software, then after multiple Windows updates I get this error:

Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

I tried using an external drive and got the same error. Any ideas?

Yeah sounds like its just a bad update, well a lot of them are bad but you know what I mean!
