can't get rid of a proxy server

Yes I had to refresh on windows 8 but I've since gotten rid of it on windows 7 with roguekiller and Hitman Pro.

I wonder if it's a windows 8.1 compatibility problem with those programs. They both mark the proxy and repair/fix it but It doesn't stick.
 
If you're having problems with the proxy resetting, you have to get rid of the piece of malware that keeps changing it first.

These folders come to mind, but I can't remember exactly.

Program Files\001
Program Files\003
Program Files\005


Obviously it might not be the same thing.

I have thrown everything at this pc. It could be a new rootkit that is not being detected I guess.
