I have a client who wants to pull email out of a few old email accounts before shutting them down for good. There is no Outlook, whats the best way to do this?
You can't do anything like this in OWA. Use ordinary Outlook to connect to the mailbox, instead. Then export the mailbox contents, or drag-drop them all out.

Yeah...setup outlook temporarily and export to PST. I know you said there is no Outlook...but just setup any Outlook to it or even a trial of Outlook.
if there is no outlook, can you simply download windows live mail or thunderbird to access the mail? at least if you get it into a client it will pull it to the system locally so you can transfer it elsewhere
As already stated, Outlook is the best as it's the most common program, Thunderbird would work though I have no experience with it, you could also use a free utility called MailStore to download/archive the emails.
