Best solution for 4 storey house

Well, the way I see this whole issue, is you actually won out on this. It's clear that your client is in the this situation because they didn't want to spend the coin to do the job correctly the first time around and not wanting to budget enough to do it correctly the second time will end up just a double waste of cash. Pay for the first job, and pay for the second job...same result.

I have fallen into the same situation many times; feel obligated to help someone who is strapped on cash and you feel their pain, so you do the job for them for peanuts in return. I've done it more times I care to think about. If they are truly struggling, having a hard go at life in general, I really don't mind doing it. I feel a little better that I was able to make a little difference in their life. One client may have an Install of a RUCKUS system with 8 APs and 2 ZoneDirectors, requiring licensing for the zone directors! That mess was over 14 thousand dollars when that system first came out! I also had a client who comes down every winter, parks his trailer in a vacation trailer park and has really crap WiFi access in the park. The RUCKUS gear has removed the ZoneDirector requirements so the price has plummeted drastically but still, its not cheap stuff.
 
Not my picture, but you really want to make a heatmap. To do this, make a map, place an AP. I keep one that runs N and AC Wave-2 along with a power adapter connector on a battery instead of a power brick. You place it then survey the signal strength and prepare a heat map.

Personally, I strongly recommend Aruba though I am certain Ubiquiti is decent, too.
