Anytime Upgrade still available?

I'm specing a laptop for a financial advisor, whose brokerage company requires Windows 7 Ultimate (so they can use bitlocker). Windows 8 isn't supported, so I would guess I should just get Win7 Pro and then do an anytime upgrade to Ultimate. It's been years since I did this - Is this procedure still available?

Last time I did it on Windows 8.1-->Windows 8.1 Pro it worked fine. Don't know if you can do this for Windows 7 anymore.

I looked on there quickly and some sellers are selling for like 100 bucks. I'd be wary of those. This guy claims this one is a factory sealed upgrade.
