Add Outlook classic to send to context menu

Currently Mail & Calendar is the send to mail option.
I need to replace that with Outlook classic 2013 for the customer on Win10.
Creating a shortcut into the folder doesn't work with error message when testing:

I remember this being a "broken thing" back when Office 2013 was in support, let alone now. I wouldn't be optimistic.
