Someone would have to hack the filter list server first but with all holes in apache you can't really trust it will never happen.

because you just never know when someones going to hack a server then modify a filter list in hopes that someone that uses that filterlist accesses a website with open redirect that has a malicious rewrite rule included in the filter list so that you get sent over to another site that hopefully has a working exploit to compromise the user.

.....or just post the exploit on the server you hacked and skip all the nonsense. Just saying.
